Sanctuary cities refer to cities that offer shelter to people, normally undocumented migrants, who are normally affiliated with religious organizations (McNamee 2017). San Francisco was designated one of these cities in the 1980s in response to what city leaders perceived as a lack of asylum refugees from El Salvador and Guatemala and later, in the late 1980s and early 1990s, a national law-and-order approach to combat what has been called “crimmigration”. Sanctuary activity was revived in recent years over concerns for the rights of immigrants and at the middle of the second decade of the twenty-first century, sanctuary cities, including San Francisco, became a major political issue during the 2016 Presidential election. One incident was cited many times, especially by then-candidate Donald Trump: the 2015 murder of a young woman by an undocumented immigrant with a lengthy criminal and deportation history was used as a justification to promote a national anti-sanctuary law which cleared the U.S. House of Representatives but failed in the Senate. As the national battle played out, state and local policies carried out their own fight. While some saw the sanctuary cities as an impediment from keeping the county safe from crimmigration, others saw them as being simply a “dog whistle” to keep people in fear of immigrants (Lasch 2016). These cities, numbering over 200 by the end of 2016 (McNamee 2017) are still controversial.
